Question re: UK Traveler to USA

A friend is coming to US in July 2008. He has a passport but is concerned because he had an issue with police in UK four years ago. Would this prevent his entry as a tourist with a vist of 1 week?  I had heard elsewhere he would need to sign a Visa waiver that includes a question on whether traveler had previous conviction.  Thank you,

The USA has a visa waiver treaty with the UK.  That means tourists from the UK that are coming to the USA for 90 days or less, that have not been previously denied entry or ejected from the country, and have not had problems with the police in their home country can come to the USA without any visa.  I don't know if your friends police record will be a problem.  He should contact the US embassy and inquire.
